Is Seedance 2.5 billing rounded up to four-second blocks?

No. We bill linearly per second, and so do the providers we measured. One live generator returned exactly 30 credits per second at 720p across 4, 5, 10 and 30 second clips. The widely quoted 1,760 credits per block is just the per-second rate multiplied out.

Does a reference video change what Seedance 2.5 costs?

Yes, and the rule is not the same everywhere. Here a reference render costs 0.6x the base rate, applied to the reference length plus the output length. Some providers bill output seconds only. At least one charges a flat multiple instead.
